2007-2008 Annual EEO Public File Report
The purpose of this EEO Public File Report is to comply with Sections 73.2080(c)(6) of the FCC’s EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is compromised of the following station: WEEO-FM, McConnellsburg-Chambersburg, PA and is required to be placed in the public inspection files of this station, and posted on its website.
The information contained in this Report covers the time period beginning March 21, 2007 to and including March 23, 2008.
The FCC’s 2002 EEO Rule requires that this Report contain the following information:
WEEO-FM currently has fewer than five (5) fulltime employees and therefore is not required to file this report.
1. A list of all full-time vacancies filled by the Station comprising the Station Employment Unit during the Applicable Period;
2. For each such vacancy, the recruitment source utilized to fill the vacancy, identified by name, address, contact person, and telephone number;
3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;

WEEO-FM fulfilled the requirements of the FCC by the following projects (non-Vacancy Specific):
Because we were seeking a part-time telephone salesperson, we arranged to have a "flyer" distributed to various locations, including Senior Citizens Centers, Cumberland Valley Animal Shelter, and other non-profit locations. We received two inquiries almost immediately, and hired the first of those for this part-time position. We also had contacted Mr. Chuck Rose, of the Franklin County Career Link Placement office, who advised us of the prevailing hourly pay rate we should offer. (717-264-4584- Ext 4920)
He mentioned that Franklin County has the lowest unemployment rate in the Commonwealth of Pennsylvania. As our ability to afford to hire additional persons increases, we are now aware of the pay rate we need to offer..
WEEO-FM currently has fewer than five full time staff members, and therefore, the licensee is not required to complete the items in this section.

During this period, we conducted searches for outside sales representatives and
for an announcer. We hired four
sales persons throughout the course of the reporting year; none stayed with us.
We hired a paid intern, and two others as fulltime announcers; they, too,
did not stay. Late in the reporting
year, we changed our search to seek an in-office telephone salesperson.

2. Recruitment Sources utilized to fill the vacancy
For the first search, sales representatives, since we had found a lack of success in using newspaper ads, we did not do that. Instead, we used radio ads, since on-air advertising had resulted in twelve applicants in the prior year. During this time,
Bonnie Mazzaschi, of Hagerstown Business College (301-739-2680, Ext 151) called and asked if we were still interested in receiving applications.We were, and are.
All the other applicants in the prior year had come from Career Link, so, for our most recent search, we went back to them (William Kaufman), (717-264-4584). We also contacted the Franklin County Office of Aging, (717-267-9356), Experience Works (formerly Green Thumb), (717-709-9545) and the Bureau of Vocational Rehabilitation, (717-261-0933). A representative of this office visited our facility to determine if it would be suitable for an asthma patient they were placing. We heard nothing more. We also contacted Adecco Employment Agency 202-857-3996 Kiely Marver-Hilton
3. Recruitment Source for each hiree:
The following is a listing of recruitment sources that referred the hirees for a fulltime outside salesperson.
On Air Advertising: 4, including a former employee who returned after hearing it on the air.
Internship through Allegany College of Maryland
Past employee heard of opening at sister station in State College.

Appendix
3.
The initiatives we undertook pursuant to 73.2080(c)(2):
-We participated in the Job Fair organized by WAYZ, Greencastle, PA., at the Chambersburg Mall on April 30, 2004. We distributed information and spoke to many persons who stopped at our table. It appears that no one made any formal contact with us after that event, however, some may later have listened and heard the announcement and then contacted us. Previously, in October 2000, the station participated in a similar Job Fair.
-We conducted the Internship with Chad Gordon mentioned above. This was a paid internship, basically part-time, but he worked fulltime hours during the second pay period of August, 2004.
-We conducted a mentoring program with upper level personnel, Ruth Convery and Shannon Ross .
-We went beyond the boundaries previously established for our traditional recruitment efforts, such as newspaper ads, mass mailings, and our effort through “invitation ads” to get organizations to contact us to be informed of vacancies. Those sources did not produce any response. The new places we contacted did provide encouragement to us. The Office of Aging immediately told us of a man who had been in their office earlier in the day, who mentioned he had been in radio and might be interested in doing it again. They promised to contact him, but we have not heard back. But, all of these new contacts seem more promising than some of the old ones. We were especially pleased with the help of Mr. Kaufman of the Career Link office, mentioned above).
